After installing Sharepoint 2010, Project Server 2010 came! (here: Project Server 2010: configure after install)
did you remember to installa PWA website? 
But … but … you can login PWA website with administrator login only!
Well, to add new login, you don’t need to enter Sharepoint settings, or change PWA web site page settings, instead you have to access PWA configuration settings, bottom left link then add as many login you need.
