Windows7: DESKTOP.INI appears in Desktop

Few weeks ago I found a brand new file in my desktop: desktop.ini.
It wasn’t me! :)

Here its content:

[LocalizedFileNames]
Feedback Tool.lnk=@%SystemRoot%\system32\FeedbackTool.dll,-1065
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799

Don’t know where it come from, what created it but …
here are some info:

ps: just a note: in my registry HKEY_CURRENT_USER\Control Panel\Desktop\FeedbackToolEnabled=3 ;)
